According to the Department for Science, Innovation and Technology of the United Kingdom, 28 countries and the European Union have signed the Bletchley Declaration at the A.I. Safety Summit.
The primary objective of this agreement is to identify both the significant opportunities and risks of artificial intelligence (A.I.), build a global understanding of Frontier AI risks, and collaborate on scientific research related to A.I.
The Bletchley Declaration is the world's first agreement on the safe and responsible development of Frontier A.I., with 28 countries from across the globe and the European Union joining together to identify A.I. opportunities and risks, build a shared understanding of the risks, and forge international collaboration on science and research.
In a video posted on her official Twitter account, Vice President Kamala Harris stated that President Biden refused the false choice that suggests we can either protect people or advance innovation. We can and must do both.
"Today's actions will lay the groundwork for the use of artificial intelligence in the future. Therefore, leaders from the government, civil society, and the private sector should seize this opportunity and work together to ensure that artificial intelligence is in the service of the public interest.
"I am confident that history will show that this was the moment when we had the opportunity to lay the groundwork for the future of A.I., a future where A.I. is used to advance human rights and human dignity, protect privacy and provide equal access to opportunities, strengthen democracies and make the world a safer place. President Joe Biden and I are building a future where A.I. is used to benefit the public interest."
Vice President Harris announced the following new commitments to strengthen A.I. safety on her Facebook account:
1. Ten philanthropies have launched a new initiative to ensure that artificial intelligence benefits the public good in areas of need identified by the Biden-Harris Administration. So far, they have contributed over $200 million to mitigate A.I. harms and promote responsible use and innovation. We hope that more civil society organizations will join these efforts.
2. Thirty countries have joined the United States in committing to the responsible use of military artificial intelligence. President Biden and I urge more governments to join us in applying existing international rules and norms to A.I. and creating new regulations and standards.
3. President Biden and I are establishing the United States A.I. Safety Institute, which will develop rigorous standards to test the safety of A.I. models for public use.
