Ms. S. Battle is a nominee for the Women of Color in STEM Managerial Leadership in Government Award. She is the Chief Engineer of C2 Systems Development at the Missile Defense Agency.
As chief engineer, Ms. Battle manages a network of 250 government and contractor personnel on 13 product teams. She directs technical activities of individual product teams while managing requirements, ensuring test quality, and overseeing integration across the entire program.
Under her leadership, the Command and Control, Battle Management, and Communications (C2BMC) program passed three major reviews. She led the program through the transition from waterfall-style software development to the Scaled Agile development method, establishing new Missile Defense Agency policies and procedures in the process.
Her management ensured the program demonstrated performance in its first integrated Missile Defense Agency-wide, a multi-system test where C2BMC met all objectives with no significant technical issues.
In addition, Battle demonstrated skill at management. Her team-building, positive attitude enabled her to assume leadership of development and garner support from her colleagues. She has also extended her leadership beyond the bounds of the program, influencing the broader Missile Defense Agency.
“Besides her superior technical acumen, what impresses me most about Ms. Battle is her ability to lead multiple teams of engineers and analysts while ensuring a common vision,” said John M. Bier, program director, Command and Control Battle Management and Communications.
