Chenelle R. Covin is a technical writer-editor within the Publication Services Division of the Logistics and Technical Support Directorate at the Communications and Electronics Command, Integrated Logistics Support Center.
Covin has played a crucial role in creating technical manuals for systems in the Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance portfolio. She introduced innovative tools that have made technical manuals more accessible and disseminated logistics data throughout the Army enterprise.
The Army Materiel Command has been working to modernize publications and ensure Warfighters have access to critical maintenance, operations, supply, and logistics data for a few years.
The Communications-Electronics Command (CECOM) is responsible for converting approximately 1,500 technical manuals into XML by 2024 to meet the Army's deadline for making all publications viewable through Interactive Authoring Display Software (IADS), the Army's official viewer.
Covin created a unique tool called the Required Content Checker using free programming language software, PowerShell. The tool can scan Army technical manuals to ensure accuracy. The script is 20,042 lines long and can display the data in a Comma-Separated Values report, making corrections easy.
This innovation has significantly increased technical writer efficiency, reducing the time needed to complete tasks from two hours to two minutes. The Required Content Checker Tool output is the first-of-its-kind capability for critical performance metrics.
Covin also played an essential role in developing the CECOM X-Change tool by contributing to the coding. Along with a team member, she utilized PowerShell to create a script for this sophisticated tool with 19,500 lines of code, aiming to automate technical content tagging into XML.
This tool has reduced the time needed for XML conversion from 400 to 40 hours for a 750-page TM. Covin's tools have been implemented by the Logistics Data Analysis Center, which oversees the Army's technical manual program and logistics data, and have been used to convert manuals for multiple Army enterprises, including the Communications Security Logistics Activity and the Tank-Automotive and Armaments Command.
